US Navy Spies Learned of Nazi Alliance with Reptilian Extraterrestrials during WWII

In today’s episode of Exonews TV, William Tompkins reveals an astonishing secret acquired by U.S. Navy spies embedded within Nazi Germany’s advanced technology projects during the World War II – the Nazi war effort was being assisted by extraterrestrial visitors.

The spies had reported to a covert Naval Intelligence operation, located at Naval Air Station San Diego, that Adolf Hitler had signed a secret agreement with representatives of a Reptilian extraterrestrial race. In today’s newly released ExoNews TV interview, Tompkins reveals how “Reptilian consultants” were helping the Nazi SS develop advanced weapons technologies

In the interview, Tompkins discusses the Reptilian consultants helping the Nazis:

They had, if you want to call them, “consultants”, who are Reptilian consultants assisting on all of these different things that it takes to design and build these spacecraft carriers, and propulsion systems. So this is an extremely well developed program and documented like crazy. Getting copies of the documents was hard for them, hard for our spies. This was an open program in the upper level of the SS. The spies learned that the goal of the Reptilian plan was not only to assist the Nazis to win the war and achieve planetary conquest, but to build fleets of antigravity spacecraft carriers that could be used for interplanetary conquest in other star systems:

Holy cats the thing went way beyond that [world conquest]. Again, what we just said about this was the tip of the iceberg of what they were doing. Already Reptilians were doing it to other stars’ planets all over this area of the Galaxy…. These young kids, the operatives, they couldn’t believe half of what they brought back, what was going on. But some of them were really good people, and they knew how to get into places and listen to what’s going on, and finding what that guy he had talked to, or he heard, and going to so and so, because yes they were doing that over there.

Tompkins information is startling, but it is not the first time claims have been made about Nazi Germany receiving extraterrestrial help during the War. The father of German rocket science, Herman Oberth, said the following in response to a question about Nazi Germany’s rapid technological development:

We cannot take credit for our record advancement in certain scientific fields alone. We have been helped.” When asked by whom, he replied, “the peoples of other worlds.

In a 1998 interview with Linda Moulton Howe, a former CIA agent, who from 1957 to 1960 was given access to highly classified briefing files, said that the documents revealed that the Nazis had indeed been helped by an extraterrestrial race in their advanced aeronautical weapons projects:

When Vril was building that first craft, the Vril had one or two of the aliens that worked with them in Germany where they fired rockets from Peenemunde. The documents I read in Washington said that’s where the first Vril vehicle was made…. They [aliens] were helpers to Germany.

More recently, Secret Space Program whistleblower, Corey Goode says that from 1987 to 2007, he read intelligence briefings on smart-glass pads that detailed what had happed during World War II.

He describes how German Secret Societies were helped before and throughout World War II by Draconian extraterrestrials who were assisting the former in the development of advanced antigravity space battle fleets.

At the same time these [German Secret] Societies had made contact with the Draco Federation and another group that avoided the Draco’s. The German Occultists were very busy from the early 1900’s, especially the time just before, during and after World War One. Their major breakthrough’s occurred in the late 1930’s.

Goode said that the ultimate goal of the Reptilians, in helping German Secret Societies and the Nazi SS, was to create advanced space carrier groups that would be capable of interplanetary conquest. The eventual German/Nazi space battle groups became what Goode described as the “Dark Fleet.” It operates outside of our solar system, and is described at length in the book, Insiders Reveal Secret Space Programs and Extraterrestrial Alliances.

Consequently, the whistleblower testimonies by the CIA Agent and Corey Goode support Tompkins’ claims that intelligence briefing files dating from World War II did indeed refer to Nazi Germany being assisted by extraterrestrials. Significantly, the ultimate goal of the German Reptilian alliance went far beyond planetary conquest, as Tompkins claimed the U.S. Navy had learned from its spies.

In addition to the preceding whistleblower testimony, there are important documents that support Tompkins extraordinary claims. In his autobiography, Selected by Extraterrestrials, Tompkins supplied a number of significant documents.

The two most pertinent to his specific claims that Navy spies were reporting on advanced Nazi aerospace projects, are Tompkins’ mission orders and two passeshe received to enter and leave Naval Air Station with multiple “information” packages.

His mission orders confirm that he was authorized to work as a “Disseminator of Aircraft Research and Information.” This is compelling documentary evidence that the packages Tompkins was carrying contained classified Naval intelligence on advanced aircraft designs, which included those developed in Nazi Germany.

In last week’s ExoNews TV interview, Tompkins revealed how he participated in the debriefings of Navy spies, who returned periodically from Germany to give updates on what they were seeing in advanced technology projects. Tompkins job was to then design briefing packets that he would disseminate to leading U.S. corporations, think tanks and universities that could properly study and evaluate the information.

Over the four years of his covert Naval Intelligence service (1942-1946) Tompkins estimates giving 1200 briefings at different locations, where he revealed Nazi secrets to those U.S. scientists most capable of understanding what the Germans were secretly developing.

What follows is the transcript of William Tompkins responding to questions on the second ExoNews TV episode (see above) presenting his testimony.

WT – The fact that the Germans were given this information from the Reptilians. They set up the program, they designed the program to support Germany, and they are giving Germany the UFOs.

RW – Was this an alleged fact in any of the briefings you delivered?

WT – Yes….

MS – How did the Navy spies learn about the [Reptilian] extraterrestrials helping the Nazis? Did they see Reptilians, did they read briefing documents, or did they hear chatter among the German scientists about the Reptilians, how did they learn about that?

WT – OK, the SS had many separate classified meetings, get-togethers, whatever. They formed an organization, a little bit like signing this thing over here when we first started talking [Memorandum of Understanding]… The SS then interprets this into a whole series of programs, and this then is disseminated through their specific military communication, whether it’s a major effort, or something that’s off on the side. All of this is documented and put together.

Now in addition to that, they had, if you want to call them, “consultants”, who are Reptilian consultants assisting on all of these different things that it takes to design and build these spacecraft carriers, and propulsion systems. So this is an extremely well developed program and documented like crazy. Getting copies of the documents was hard for them, hard for our spies. This was an open program in the upper level of the SS.

RW: It was compartmentalized.

WT: It was completely compartmentalized. It was well known there. People who had to do the work, had no knowledge at all of what it was for. They had to go do it, and so I guess it’s a little bit like a company that has the engineers do their effort, and then supplies are gained. You get all the supplies to build it, and then you have people build it. Only the very tip of the top have the knowledge of what this thing is even for. So that guy is working with a Reptilian. His group is working with Reptilians. They are doing, making sure that the engineering is engineered in a way to accomplish this thrust effort or this propulsion system.

MS: So the Navy spies reported back on what they had seen, or whatever documents they had retrieved, and that this was their conclusion that agreements had been reached with Reptilians, and Reptilians were acting as consultants with some of the Nazi SS compartmented programs.

WT: Even more than that. One of the packages that I got had a statement type thing. I don’t know how he got a hold of it. It was not the original agreement between the two countries, the extraterrestrials and Germany, but it alluded to this. You don’t have many of those around. There was this tremendous program to, which the operatives got into, where there were university type facilities where hundreds of thousands, of even Russian girls, were brought into these facilities. Certain groups of the troops would get them pregnant, and this program was then to come out with massive numbers, the reason I’m saying this is because it takes a long time to have a baby, and so you are not planning to win the war next week, but that part of their program was set up and structured to parallel a Reptilian battle group program to go to other star systems’ planets, and do the same thing that Germany was going to do to Europe, and to this planet.

Which is, in other words, it wasn’t just taking over the United States and killing some Jewish people.

RW: They were going to do it again throughout the galaxy?

WT: Holy cats the thing went way beyond that [world conquest]. Again, what we just said about this was the tip of the iceberg of what they were doing. Already Reptilians were doing it to other stars’ planets all over this area of the Galaxy…. These young kids, the operatives, they couldn’t believe half of what they brought back, what was going on. But some of them were really good people, and they knew how to get into places and listen to what’s going on, and finding what that guy he had talked to, or he heard, and going to so and so, because yes they were doing that over there. It goes to two countries away from an occupied country with a facility, a massive thing going,

And another part of it, they were even building boiler plate steel UFOs, 200 foot, 250 foot boiler plate steel, which is insane. But that group took the information that was given to them, and they didn’t even figure out it should not be steel, but the propulsion unit floated it up, just like it was a feather, and they were on a learning curve that you could do these things all over using standard mathematical, or standard technical terms of the way you would normally do it.

Thousands of engineering groups were working different aspects to all of this. Some of them had the vehicles, others they gave them a vehicle to reverse engineer, so they could become familiar with everything from the inside out. And so different people, different organizations could handle these different matters. It was a massive program. The mission was to take over the planet, kill off all of the ones that were a problem, and the rest of them make slaves out of them. Everybody on your planet, then second phase was to leave the planet with large squadrons of UFOs, after you’ve got them all built, and do the same thing to other stars’ planets. That’s the German will [plan?]…

In this exclusive ExoNews TV interview series we hear directly from William Tompkins’ about his work for U.S. Naval Intelligence during the Second World War. He reveals that he was directly involved in debriefings by Navy Spies embedded in Nazi Germany’s most advanced aerospace projects – some of which involved antigravity flying saucers that were capable of space flight.

Tompkins job was to design intelligence briefing packets based on the Navy spies debriefings, and to then deliver these packages to leading U.S. aerospace corporations, think tanks and universities for study and evaluation.

Tompkins describes how from 1942 to 1945, he participated in over a thousand debriefings of U.S. Navy spies, who had been embedded in leading Nazi Germany aerospace corporations involved in building flying saucers. Disseminating this vital intelligence information to various U.S. aerospace corporations and universities was Tompkins primary responsibility.

Tompkins said that he served under Admiral Rick Obatta who was in charge of intelligence operations out of the Naval Air Station at San Diego, and three Navy captains who were specialists in different areas of Naval aircraft design, engineering, and procurement. MS: The following interview extract features [William] Tompkins answering questions from Dr. Robert Wood and I on the information he gained from the Navy operatives, the different corporations and thinks tanks he traveled to, and some of the aerospace technologies that were being secretly developed by the Nazis during the War. Tompkins begins the interview by describing the small office where the debriefings of the Navy spies took place at Naval Air Station, San Diego.

WT – We had this little small office. He [Rick Obatta] was commander of Naval Air Station, San Diego and so the admiral would be sitting here. I’m sitting next to him and one of my three captain bosses sitting here. A typist was sitting at the other side of the table and the Navy operative – a Lieutenant Commander or Lieutenant would sit over there. And he would lay out the information [with] some sketches, very few photographs, so it was almost all verbal, almost all. And if it was a system that we had already known about, other operatives from the information two years before, and it was an update of it, he would tie together all of the other organizations that were tied with that specific part, of say the cigar shaped vehicles, what the weapons were, what the operations were, the different companies underneath the ground, which were slave labor organizations.

RW – I want to go back to this table where you and Rick [Obatta], the Captain and the Navy spies, sitting at this table, how many times did you get exposed to incidents like that. Was it ten or was it a thousand, like a hundred? It was four years right?

WT – I’d say a thousand, maybe 1200.

RW – Well that would be like every night for four years.

WT – Yes, it was like …

RW – Was it a nightly thing, typically occur day after day?

WT – They [Navy operatives] would stay with us for maybe a week, and we tried to put together, better define his information, OK. Then we’d put that together as a package and we’d fly that out.

RW – So it would usually be one source would give his story, it might take two or three days for him to give his story, and it would be packaged up, and then you would take it away.

WT – I’d say this continued …

RW – What I’m trying to do is grasp the overall scope of those say three or four hundred deliveries you’d make, and some of the stuff had to do with Nazi history. Did some of the scope have to with, for example, age regression, Nazi age regression, as well as Nazi UFOs?

WT – Most of it was Nazi UFOs

RW – I’m talking about what the Nazis were doing in a military mode.

WT – Yes, it went to weapons systems, all types of advanced weapons systems, all types of methods of war.

RW – Did you get exposed to the Hanebu craft designs, or anything like that during that time?

WT – I was involved in making sketches of some of the stuff that was actually there.

MS – Did you ever come across the term ‘Hanebu’ as a description for various models of German antigravity vehicles?

WT – No.

MS – What about Vril? Did you ever come across Vril as a designation, Vril 1, Vril 2 …

WT – Yes, but remember the stuff that we got … the wording was in English, some of the documents that we got were of course in German. But we didn’t get so much of the documents. It was mostly verbal, and it was saying, in his interpretation, that was another thing, because we had one of the guys to go check so and so, “I want you back over there, and I want you back here next month.” Then there’s updates to the information.

And so some of the stuff that was in German, we had another group of people convert it into English. So you are working with information that you don’t have background on, and so what you are trying to do is put enough of it together so that [for example] Lockheed could take that information, and develop it, interpret it and come up with something that could possibly be used.

When I said that many, remember that I went back to these facilities, sometimes six or seven times with updated information that we got. Because three years after they said it before, we got things now, it’s been developed. Now it’s this, this and this.

RW – So do you remember what kind of material you took to different places, JPL or Caltech as it was called then? At JPL would you take the material relevant to UFO craft or antigravity craft?

WT – Everything about propulsion, the different types of propulsion and the stuff, I had no idea what this was… Then controls, different types of controls, support systems. Almost any subject, any question you wanted to ask. Some of that information we were getting.

RW – Some of the groups didn’t get everything.

WT – No.

RW – So if there were six locations, Douglas, Caltech, MIT, is that right?

WT – Yes.

RW – And then Lockheed?

WT – Lockheed, Boeing, North American, Northrup, North American.

RW – So there were seven or eight different locations that you made deliveries to?

WT – No, it’s hundreds of different places we took the data. We took the data to every Navy Research organization. We took it to Navy Development Center, Warminster, Pennsylvannia. OK. That’s a big facility. I bet I went 20 times back there with stuff. The Caltech one, I didn’t even go to Pasadena for that. I went to the Navy’s weapons system at China Lake because Caltech was working on other programs there. They would pull their scientists off, whatever that was, and throw these guys into a package, and run with the ball…

Some of them that I went to, they wouldn’t let me disseminate the information, they were not interested. They didn’t want to have a thing to do with it. And I had that with several universities who were doing military programs.

RW: Was Purdue one of them?

WT – Yes, Purdue was one…. What I’m saying is that not everyone was willing to help the Navy.

MS – What about the Air Force? Like Wright Patterson?

WT – Yes, Wright Patterson … A couple of the admirals didn’t want that, but we had our list of who we thought could help. The point is that these went not document after document you gave them. You gave them information that was verbal almost, very little photographs, very little drawings of a specific part of the propulsion, or a method of control … of these things.

RW – Technical things.

WT – All technical stuff. I don’t mind talking about this because frankly I lived that thing for four years. It was staggering. The German titles or stuff was a problem, so we had interpreters there that would help us put the packages together to say to take to Douglas, OK? And so there’s the misinterpretations and stuff, that I’m right. All that’s part of it. You don’t get some nice good package, and so packages were taken to places that were insufficient information. So they would get all … upset with me. I’ve got to go get this and that.

RW – Even though you were not trained technically as an engineer or a scientist, you were exposed to technical information in this process. It’s usually put in terms of common language and common sense. So you understood it?

WT – I understood some of it. Some of it I had no idea what he was talking about, and I have to tell him that, you know.

What is going on? Something very sinister is going on.

Polls reveal that over 90% of the Americans people believe in UFO's and 95% of these people believe the government is keeping this knowledge from the public. But Why?

Are they afraid the people will panic if an "Official" announcement were made? Hardly. Such an announcement would create interest and excitement and many questions, particularly by the churches, but do not panic. Why then the continued cover-up?

There is overwhelming evidence in the past several years from "Whistle Blowers" retired military officers who have finally said, "Enough is enough! It's time the government told the people the truth!" These officers, such as Navy Intelligence officer, William Cooper, Major John Lear (whose father founded the Lear Jet Corp.) and Air Force officer William English, to name but a few, have all discovered the truth, and at the risk of their very lives, are trying to alert YOU to the secrets behind the UFO's and the Alien Presence on this earth. These people worked on the secret projects, had access to 'classified' Top Secret documents , had seen with there own eyes 'captured' aliens, or extraterrestrial entities, UFO's and the incredible technology they brought with them.

Sightings of UFO's have been reported throughout history, and biblical and historic references to "Flaming Chariots" huge flying 'birds' and odd looking beings predate our history by thousands of years. In the 1940's several alien spacecraft were recovered by the U.S. and other countries, along with a few dead aliens and one live one they named EBE (a name suggested by Dr. Vannever Bush and was short for Extraterrestrial Biological Entity).

In 1953 astronomers discovered large objects in space which were moving toward earth. At first they believed they were asteroids, but later evidence proved the objects could only be spaceships. Project Sigma and Project Plato intercepted alien radio communication and using the computer binary language, was able to arrange a landing that resulted in face-to-face contact with alien beings from another planet. Meanwhile, a race of human-looking aliens contacted the U.S. Government, warning us that the aliens orbiting the equator were hostile beings from Orion. These human-type aliens demanded we dismantle and destroy our nuclear weapons, that we were on a path of self-destruction and we must stop killing each other, stop polluting the earth, stop raping the earths natural resources and learn to live in harmony with one another. President Eisenhower rejected these demands.

Later in 1954, the race of aliens, known as Greys, from Zeta Reticuli area in space, who had been orbiting the equator, landed at Holloman Air Force Base. they stated their planet was dying and needed quarters on earth to conduct genetic experiments that might allow their race to survive; this in exchange for certain technology. President Eisenhower met with the aliens and a formal treaty was signed [Greada treaty]. The treaty stated the aliens would not interfere in our affairs and we would not interfere in theirs. We would keep their presence on earth secret; they would furnish us with advanced technology. They could abduct humans on a limited basis for the purpose of medical examination and monitoring, with the stipulation that the humans would not be harmed, would be returned to their point of abduction, that the humans have no memory of the event. It was also agreed the alien bases would be constructed underground, beneath Indian reservations in the 4 corners area of Utah, New Mexico, Arizona and Colorado. Another was to be constructed in Nevada in the area known as S-4, about 7 miles south of area 51, known as 'Dreamland'. A multi-billion dollar secret fund was organized and kept by the Military Office of the White House, supposedly to build secret underground sites for the President and the staff in case of military attacks.

By secret Executive Memorandum, NSC5410, Eisenhower established a permanent committee known as "Majority Twelve" (MJ12) to oversee and conduct all covert activities with the aliens. This included FBI director J. Edgar Hoover and six leaders of the Council on Foreign Relations, known as the 'Wise Men' and later others from the Trilateral Commision. George Bush, Gordon Dean, and Zbigniew Brzezinski were among them.

A major finding of the commission was the aliens were using humans and animals for a source on glandular secretions, enzymes, hormonal secretions, blood and in horrible genetic experiments. The aliens explained these actions as necessary for their survival, that if their genetic structure were not improved, their race would cease to exist.

The ruling powers decided that one means of funding the alien project was to corner the illegal drug market. A young ambitious member of the Council on Foreign Relations was approached. His name is George Bush who at the time was president and CEO of Zapata Oil Co. based in Texas. Zapata Oil was experimenting with offshore oil drilling and it was arranged that the drugs could be shipped from South America to the offshore platforms by fishing boats, then transferred to the U.S. shore by normal transportation, thus avoiding search by customs agents. The plan worked better than anyone expected, and today the CIA controls all the world's illegal drug markets. One should remember, it was George Bush who first started selling drugs to our children. The drug money was used to finance the deep underground alien bases.

Conclusions: the Bilderburgers, the Council on Foreign Relations [CFR] and the Trilateral Commision are the SECRET GOVERNMENT and rule this nation through MJ-12 and the study group known as the Jason Society.

Throughout history the aliens have manipulated and/or ruled the human race through various secret societies, religion and the occult. The CFR and the Trilateral Commision are in complete control of the alien technology and the nation's economy. Eisenhower was the last president to know the entire overview of the alien problem. Succeeding presidents were told only what MJ-12 wanted them to know, and it was NOT the truth. MJ-12 presented each new President with a picture of a lost alien culture seeking to renew itself, build a home on this planet and shower us with gifts of technology. Each president has bought the story hook, line, and sinker. Meanwhile, innocent people continue to suffer unspeakable horrors at the hands of alien and human scientists who are engaged in barbarous research that would make the Nazis pale in comparison. As if that is not enough, many people end up as food for the insatiable alien appetite for biological enzymes, hormonal secretions and blood. At least 1 in every 40 Americans have been implanted with alien devices that are used to control them if necessity calls.

By 1989 over 3 million 'Greys' are occupying these deep multi-level underground complexes. Level 7 at Dulce is called "Nightmare Hall". They have welched on their agreement on abducting humans; today over 25 million citizens have been abducted and implanted, a literal army awaiting orders to march! (Whitley Strieber has written best selling on his personal experience as have many others). For this reason other nations were informed. Within 5 months the communist monolith Russia was dismantled to unite with the U.S. and it's technology to fight the invasion. The Hubble Space Telescope was created to keep a watchful eye on the invasion fleet; Star Wars technology has been developed to hopefully stop them in outer space before they can get to the earth.

Today, the government is on the horns of a dilemma. Too may sources are releasing alien information. The public could get angry at continued secrecy. So MJ-12 plans soon to make an "Official" announcement, under controlled conditions, probably Area 51. Network TV will be called to meet the staged 'landing' of the aliens, these being the Greys. They will come bearing gifts, technology that supposedly will heal Cancer and AIDS, retard aging, etc. They will tell us they are 'saviors of humanity' who have come to defend the earth against an invasion of man-eating aliens called Reptoids.

This story is a LIE, they already work for the Reptoids [reptilian aliens]! Their plan is to unify the world into a One-world Government, a 'New World Order' with the argument that only this can defeat the invasion by Reptoids. This is a trap to enslave the world's population. Control will be accomplished through the money system, a universal currency controlled by certain international bankers, who for years have been lackeys of the aliens, who seized upon their greed and lust for wealth and power as a means to bring about their evil plan to control the earth. (This also being the scenario predicted in the Bible's 'Book of Revelation' wherein only those who accept the Mark of the Beast (the aliens being the 'Beast' and the 'Mark' being some sort of laser tattoo or Credit Card they will use, which will allow people to buy and sell goods). Those who do not accept this 'Mark' must live outside the money system and survive somehow on their own, through barter etc.

SO BE AWARE! ONLY YOUR KNOWLEDGE OF THIS FAKE INVASION AND FAKE RAPTURE CAN PREVENT IT FROM HAPPENING. DEMAND THE TRUTH FROM YOUR GOVERNMENT. TELL THEM YOU KNOW ABOUT THE ALIENS AND THAT THERE ARE GOOD ALIENS AND BAD ALIENS AND THAT MJ-12 IS PROMOTING THE BAD ALIENS AND THE ONE WORLD GOVERNMENT THEY HOPE TO CONTROL.

U.S. Navy Plan Preparing for Extraterrestrials Among Us Secretly Developed in 1998

In honor of US Independence Day, Catherine Austin Fitts, a former Assistant Secretary of the Department of Housing and Urban Development (HUD), released a document supporting her claims that the US Navy initiated a plan in 1998 to adjust its operations for a future where extraterrestrials exist and live among us.

She claims the plan was commissioned by the Undersecretary of the US Navy and was undertaken by the Arlington Institute, an NGO located near the Pentagon with many military clients, where Fitts served on the Board of Directors.

She was asked to assist with the plan and claims she was given an opportunity to meet a live alien, but declined.

When I contacted the Arlington Institute in 2008, two members of the Board of Directors repudiated Fitts claims. The document released on her website is the official minutes of a Board of Directors meeting held at the Arlington Institute in 2000.

The document confirms key elements in her version of events, especially that Arlington Institute was actively discussing plans for how to best prepare the general public for disclosing the existence of, and contact with, extraterrestrial life.

Catherine Fitts claims that in 1998 the Undersecretary of the U.S. Navy had commissioned a "high level strategic plan" to prepare the American public for an official announcement that extraterrestrials exist and live among us.
 

She wrote:

In 1998, I was approached by John Peterson, head of the Arlington Institute, a small high quality military think tank in Washington, DC.

I had gotten to know John through Global Business Network and had been impressed by his intelligence, effectiveness and compassion. John asked me to help him with a high level strategic plan Arlington was planning to undertake for the Undersecretary of the Navy.

At the time I was the target of an intense smear campaign that would lead the normal person to assume that I would be in jail shortly or worse. John explained that the Navy understood that it was all politics - they did not care.

I met with a group of high level people in the military in the process - including the Undersecretary. According to John, the purpose of the plan --- discussed in front of several military or retired military officers and former government officials - was to help the Navy adjust their operations for a world in which it was commonly known that aliens exist and live among us.

When John explained this purpose to me, I explained that I did not know that aliens existed and lived among us. John asked me if I would like to meet some aliens.

For the only time in my life, I declined an opportunity to learn about something important.

In March 2008 I was planning to write an article about Ms Fitts claims, and began my investigation by first contacting her to elaborate or clarify her earlier recollection.

Fitts said she had nothing to add to what had already been released to the public. I then contacted John Petersen, President of the Arlington Institute. He flatly denied Ms Fitts claims and offered to put me in communication with other members of the Board of Directors to get independent confirmation.

In subsequent email communications with Joe Firmage, another Board member, he also denied Ms Fitts version of events, and did not recall any meetings where she was also present where the issue of extraterrestrial life was discussed. I was unsuccessful in reaching Jerry MacArthur Hultin, who served as Undersecretary of the Navy during the period mentioned by Fitts.

To varying degrees, Petersen and Firmage both claimed there was no substance to Fitts story.

Petersen was especially insistent that Fitts had contrived the entire scenario. Given that two members of the Arlington Institute Board of Directors directly contradicted her version of events, and I was not able to find any other witnesses to support her claims, I decided to postpone writing an article on the incident until independent confirmation could be found.

Almost five years later, in my recently published book, Galactic Diplomacy - Getting to Yes with ET, I included the incident described by Catherine Fitts along with the denial by John Petersen and Joe Firmage.

I wrote:

I have been able to confirm that Fitts served on the Board of Directors of the Arlington Institute during the period in question, and that extraterrestrial life was discussed at some of its closed door meetings as a hypothetical “wildcard event.”

However, Fitts’ specific claim of there being a strategic plan sponsored by the U.S. Navy to prepare the public for disclosure of extraterrestrial life, or of a possible meeting an extraterrestrial, was not supported by other Board members.⁴¹⁴

In the footnote 414, I gave some details of my communications with Petersen and Firmage.

On July 4, 2013 I received a short email by Ms Fitts with a subject header referencing footnote 414 in my Galactic Diplomacy book where I elaborated on the repudiation of her claims by Arlington Institute Board members.

The content of her email directed me to a new page on her Solari website which was just uploaded.

She wrote:

In the spirit of Independence Day, I am publishing the minutes of the board meeting of the Arlington Institute on April 10th, 2000. I have repeatedly stated that I would do so if my description of this meeting was contradicted by any of the members.

With the publication of Galactic Diplomacy, the contradiction of her version of events by other Arlington Institute Board members was now part of the public record.

Consequently, Fitts felt free to release documentation supporting her version of events – Minutes of the March 26, 1999 Board of Directors meeting.

The Minutes of the meeting state:

Mr. Petersen then reported that the Institute had been approached to determine if it was interested in publishing a study by Pickford and Lindemann on the subject of life outside of the earth.

After discussion, there was general agreement that publication of the study would be a good idea and would be consistent with the work otherwise being done by the Institute with respect to wild cards.

While the study mentioned by Pickford and Lindemann is not identified, here is an online account of eight alien contact scenarios they developed for a workshop on extraterrestrial contact as recalled by one of the participants:

Called the second "Contact Planning" meeting and held in Denver, Colorado, this workshop was sponsored by the International Space Sciences Organization and organized by Kyle Pickford and Michael Lindemann…

We spent one afternoon in five groups: business, religion, science, government, and media/public. Each group role-played its behavior for each of eight scenarios. Although I have read lots of literature on post-contact behavior, this was the first time that I deeply grasped just how people in each of those categories may actually behave right after contact…

What can we do now to prepare? We spent the last few hours of the meeting generating and clustering various strategic planning possibilities.

A large number of these ideas clearly fit into two clusters that I find very encouraging:

(a) tell the general public the truth right away

(b) prepare to communicate and negotiate with ETI in a friendly and cooperative manner, even if its behavior seems unfriendly

The minutes of the meeting confirm that the Arlington Institute was discussing extraterrestrial contact scenarios in at least one Board of Directors meeting as Fitts claimed.

Importantly, the minutes confirm that the Arlington Institute was doing work for clients that involved extraterrestrial contact as a wild card issue. According to Ms Fitts, one of these clients was the US Navy.

In private email communications, Petersen confirmed that Fitts did participate in a Navy Project conducted by the Arlington Institute, and that the extraterrestrial contact issue did come up as a “wild card” future scenario event.

However, he pointed out that there was no strategic plan commissioned by the US Navy to prepare the public for extraterrestrial contact as claimed by Fitts.

There remains substantial differences between Catherine Fitts and John Petersen over the extent to which the US Navy interest in extraterrestrial contact issues was part of a strategic study as Fitts claims, or simply part of ad hoc discussions as Petersen contends.

Nevertheless, the official Board minutes released by Fitts does lend support to her main claim that the US Navy commissioned a project with the Arlington Institute for its expertise on wild card future scenarios involving extraterrestrial contact.

  It can therefore be concluded with some confidence that official efforts began in 1998 by the US Navy to prepare for a world where extraterrestrials exist and are living among the human population.
